The first International Indigenous Librarians Forum took place in 1999 in New Zealand. Nā Hawaiʻi ʻImi Loa (Native Hawaiian Librarian Association) is hosting IILF 2023. The program is infused with Indigenous cultural protocol. Indigenous delegates at each IILF create a key document such as a vision statement or action plan.

Dr. Loriene Roy is Anishinabe, enrolled on the White Earth Reservation, a member of the Minnesota Chippewa Tribe. She was Distinguished Service Professor in the School of Information at the University of Texas at Austin. She was President of the American Indian Library Association (AILA) and the American Library Association.
