MSDI Framework Administrative Boundaries
Abstract The Montana Department of Revenue (DOR) maintains the database of Tax Increment Financing Districts. Attribute information including levy districts and dates comes directly from them. The MSL acts as the point of contact on these boundaries for editing, schema changes, maintenance, web services and distribution. These boundaries were created based on the best available source data received from the counties: Legal Descriptions, County GIS Files, County Source Maps, or where data sources were not available the Montana Cadastral GIS Data was used. Digital data used as a base layer to create these boundary files were the best available source at the time: Cadastral (parcel lines), Geographic Coordination Data Base (GCDB), National Agriculture Imagery Program (NAIP) Imagery, and 1:24,000 USGS Topographic Maps. All of these base layers can be found at the following website for download: https://ftpgeoinfo.msl.mt.gov/Data/Spatial/MSDI/.
Purpose These data represent Montana's Tax Increment Financing Districts (TIFDs). Montana law enables local governments to use tax revenue in designated districts (Tax Increment Financing Districts, or TIFDs) for development and redevelopment activities and to pay for public infrastructure needs of projects. TIFDs are established at the local level, but the Montana Department of Revenue is responsible for administering Tax Increment Financing statewide. Types of districts include: Urban Renewal Districts (URD) used to redevelop or rehabilitate blighted areas in cities and towns; Targeted Economic Development Districts (TEDD) used to develop infrastructure to encourage the location and retention of value-adding industry in cities, towns, and counties; and Industrial, Aeronautical, and Technology Districts which were repealed in 2013, but were similar to TEDDs, but restricted to those types. The Montana State Library and the MSDI supports a federated database approach to all MSDI layers. Montana defines a federated approach as a method that supports the integration and utilization of data from multiple data providers, while retaining the primary maintenance responsibility with the provider. Most of Montana's framework data model efforts have adopted a federated approach that leverages multiple data providers and thus multiple data maintainers. It is plausible that errors do exist, and we welcome all corrections.
Supplemental Information Spatial adjustment to the GCDB/CadNSDI/Cadastral data will occur as needed.
