Abstract:
This is an ArcGIS Server Image Service that provides a four-band image of the 2009 National Agricultural Imagery Program (NAIP) orthorectified digital aerial photos of Montana.

Imagery defaults to natural color. To view the imagery as false-color infrared (CIR), select band 4 as the red image, band 1 as the green, and band 2 as the blue.

The 1 meter ground sample distance (GSD) ortho images were rectified to a horizontal accuracy of within +/- 5 meters of reference digital ortho quarter quads (DOQQs) from the National Digital Ortho Program (NDOP).

The data were provided by the U.S. Farm Services Agency National Agricultural Imagery Program to the State of Montana as multispectral 4-band GeoTIFF files tiled as 3.75' x 3.75' quarter quadrangles formatted to the UTM coordinate system using NAD83.

An Esri shapefile of the dates the images were collected is available at https://ftpgeoinfo.msl.mt.gov/Data/Spatial/MSDI/Imagery/2009_NAIP/Naip_2009_Dates.zip.

Services available include: ArcGIS Server Image services, Open Geospatial Consortium, Inc. (OGC) web coverage services (WCS), and OGC web map services (WMS). The image and web coverage services provide users direct access to the native GeoTIFF files and pixel data for geoprocessing and image analysis. The original GeoTIFF files are available by request from the State Library.

WMS: https://gisservicemt.gov/arcgis/rest/services/MSDI_Framework/NAIP_2009/ImageServer/WMSServer

The State Library also provides the 2009 NAIP as downloadable natural-color Compressed County Mosaics (CCMs) and as 12-kilometer blocks from the Montana State Library at http://geoinfo.msl.mt.gov/data/Aerial_Photos/NAIP_2009.
Purpose:
These aerial photographs were captured to support various governmental, municipal, tribal, and emergency management Geographic Information System activities. Orthorectified aerial photographs can be used to determine the geographic location of objects visible on the photos.

For more information on NAIP, see the USDA APFO website: (http://www.apfo.usda.gov).

Source contribution: Digital Georectifed Image

Process step:
Imagery was flown with Leica ADS80 digital sensors to capture 1.0m raw data. Raw data is then downloaded using Leica XPro software. The raw imagery is then georeferenced using GPS/INS 200Hz exterior orientation information (x/y/z/o/p/k). Technicians precisely measure tie points in 3 bands/looks (Back/Nadir/Forward) for each line using Leica Xpro software. The resulting point data and exterior orientation data is used to perform a full bundle adjustment using Xpro. Any blunders are removed, and weak areas are manually supplemented to ensure good coverage of points.

Once the point data is cleaned and point coverage is acceptable photo-identifiable GPS-surveyed ground control points are introduced in the corners and center of the block being adjusted. The output from this bundle adjustment process is the revised exterior orientation data for the sensor with any GPS/INS, datum, and sensor calibration errors modeled and compensated for. Using this revised EO data orthorectified image strips are created using the USGS NED DEM. The orthorectified strips are overlaid with each other and with the ground control to check accuracy.

Once the accuracy of the orthorectified image strips are validated the strips are processed with a NWG proprietary dodging package that compensates for the bi-directional reflectance function that is caused by the sun's position relative to the image area. This compensated imagery is then imported into Inpho's OrthoVista 4.4 package which is used for the final radiometric balance, mosaic, and DOQQ sheet creation. These final DOQQ sheets contain a 300m minimum buffer. These final DOQQ tiles are edge inspected to the existing MDOQQ sheets for accuracy validation.
Process step:
The DOQQ GeoTIFF files were copied to the BMSC imagery share. ESRI Image Server was then used to create a 4-band compiled image server definition displaying natural color (band 1 - red, band 2- green, band 3 - blue) in Montana State Plane NAD 83 coordinates. A second compiled image server definition was created by adding the extract bands process to display the CIR (band 4 - IR, band 1 - red, band 2- green), also in Montana State Plane NAD 83 coordinates. Both compiled image service definitions were then published to ArcGIS Server to create ArcGIS Server Image services, Open Geospatial Consortium, Inc. (OGC) Web Map Services (WMS) and OGC Web Coverage Services (WCS).
