Lineage:

Process step:
Small urban areas: The boundaries were set up to encompass the entire city (incorporated) limits of the city, plus any areas they were planning to annex within the next ten years, and areas of high growth as identified by the local officials. The two exceptions to this were Anaconda-Deer Lodge and Butte-Silver Bow which are consolidated city-county governments. In those two places the boundaries were agreed upon in meetings with the locals, and we tried to include as much of the historic city limits as possible. In the three urbanized areas (Billings, Great Falls, and Missoula), the boundaries were made to encompass the entire urbanized area as designated by the U.S. Census Bureau, plus any other adjacent areas as agreed upon by local and state officials.
